The Foreign and Commonwealth office is a UK Government department which promotes the United Kingdom’s interests overseas.

Objective

From 2016 to 2018, Verco were commissioned under the FCO’s Global Britain Fund with the British Embassy in Russia to provide policy advice and evaluation for the Russian Federation.

Process

Over three years, we delivered research and advice for the Ministry for Economic Development and Ministry for Natural Resources on international best practice examples of carbon regulation, carbon pricing and energy efficiency policy including the UK.

Outcome

The Verco-led expert UK Russia consortium shared lessons learned from UK and international experience on market based approaches to carbon regulation via a number of workshops and events involving both Government and industry. This was at the request of the Russian Ministry of Economic Development, and aligns with UK priorities of encouraging low carbon growth and the development of a more level international ‘playing field’. As a result of the project, the MED identified 3 ‘models of regulation’, one of which – based on energy efficiency – comes from the UK.
